Controls access to all menu items in the section that are not accessed directly from the navigation Pane. These menu items are typically accessed through buttons on forms.

If this key is enabled, members of the user group can perform tasks such as creating objectives and measurements, copying settings from scorecards, objectives, measurements, and analogmeters to create like items, working with data links, creating graphical indicators, setting targets for objectives and measures, and validating scorecards and journals.

It is necessary to grant access to this key so that users can access items at lower levels within section module. Access can be set up individually for each menu item.
