ScrollWin line height not set.
The small line item for a scrolling window hasn't been set or a scrolling window gremlin (tiny object accidentally placed in a window) is in the window.
If a scrolling window should appear in the window, be sure to mark the small line item. If no scrolling window should appear in the window, check the scrolling window layout to see if a gremlin exists.
