The user profiles are used in product models to determine which outcomes can be set by the user during item configuration.
If a variable has no attached user profiles, it is available from all profiles.

If you are using this form to set up user profiles for modeling variables in a specific product model, the button becomes available. Use it to copy the global user profile setup for this modeling variable to the current product model's setup for the same variable.
